Mouse moves erratically due to improperly connected mouse.
Cause:
Mouse connector is not firmly plugged into the mouse port.
Solution:
Shut down Windows and turn off the computer. Unplug the mouse from the mouse port and firmly re-insert the mouse connector into the mouse port.
